Residents submissions force varsity backdown

„„ By Georgia O’ConnorHarding ILAM RESIDENTS have won a battle against Canterbury University to keep a piece of residential land from being zoned into educational. The university recently made a proposal to the city plan hearings panel to have 112 Waimairi Rd re-zoned so it could build there. But after residents filed submissions against the idea, the university has backed down. It withdrew its plan to the city plan hearings panel last Friday. The Ilam and Upper Riccarton Residents’ Association said it
received a memo from the university’s counsel Ewan Chapman on Friday saying that it had “no wish to gravely upset its residential neighbours on Waimari Rd.� Residents were against the proposal because the university had not given a clear indication of what it would put on the property. There were just eight submissions on the proposal – seven against and one from the university in support. Other issues identified were the break-up of the residential area and the potential to increase noise and parking issues. Association chairman Peter Harding said he was
very pleased with the news and it was a “little win� for the residents. Association member and Waimairi Rd resident, Richard English, said to have confirmation the university is mindful of the residents is good news. When Western News questioned Canterbury University last week, before it withdrew the proposal, a spokesman said the plan did not detail the development of the land, but indicated a potential development of an access way between properties 112 and 122 Waimairi Rd. This would be an access way for pedestrians and cyclists.

Voting for the local body elections closes at noon on Saturday and as of yesterday, voter turnout is still running pretty low. Riccarton Ward had about 17 per cent ballots returned, while Hornby sat on 21 per cent and Halswell and Harewood Wards on 22 and 24 per cent respectively. Across the city, about 21 per cent of votes had been returned running 3 per cent behind the 2013 elections. Please get out and vote. If it helps - your vote not only decides which candidates will have the responsibility for lobbying for your area, but also who will get the $100,688 annual pay packet as a city councillor and $25,700 as a community board member that comes with the job. Concerns over traffic increase
By Andrew King RESIDENTS NEAR a major Avonhead land development say a predicted 20,000 more vehicle movements a day could ruin their quality of life. The Avonhead Community Group says they are concerned about the “huge impact” traffic could have once a 24ha site on the corner of Memorial Ave and Russley Rd is developed. Traffic modelling completed by Memorial Ave Investments Ltd, the primary owner of the block being developed, showed an increase of 28,818 vehicles per day in the area. This was based on a supermarket, retail, offices and visitor accommodation being built. Those rates were reviewed by consultants on behalf of the city council and accepted as being appropriate for the site. It would add to the 16,098 vehicles that already use Memorial Ave each day and 28,000 which use Russley Rd. “We support development but not at the sacrifice of our quality of life,” said Professor S.S Bagchi, Avonhead Community Group chairman. The land was re-zoned from

The development is split into six sections, four owned by MAIL, one by McVicar Timber Group and the other by the Commodore Airport Hotel. Prof Bagchi said they did not want to be confrontational,
but they had to protect their neighbourhood. He said the group will be watching carefully any applications for resources consent. “We will speak with city councillors, community board members, infrastructure, environment and transport committee members, or who ever to make our point,” he said.
The section owned by McVicar Timber Group comes under the Runway Protection Act and is subject to strict conditions on what the land can be used for. The McVicar group contested the Act in the High Court on September 20, and a judge has reserved his decision until a later date. •See more election coverage page 8
DEANS AVENUE Work to install traffic lights and mark bus priority lanes at the Deans Ave and Riccarton Rd intersection is underway. However, the work is not expected to be completed until December. Work to renew sewer connections, repair the storm water pipes and replace the water main on Riccarton Rd is currently under way. SMALL FIRE Harewood firefighters attended a small fire in an oven in Bryndwr on Sunday. They arrived at about 3.15pm and used a CO2 extinguisher. A fire spokesman said they were on-site for about 20 minutes dealing with the small fire. There were no injuries.

Your Local Views We asked readers should motorists be charged for parking at Jellie Park Recreation and Sports Centre. They write Lee Richards, of Strowan – I would oppose the introduction of being charged for car parking at Jellie Park as I am a high user of this facility and riding my bike there is not feasible. As a parent of two boys who play water polo and swim and train at Jellie Park I already pay the city council a huge amount of money for the use of the only deep water pool in Christchurch. I am there several times a week dropping off, picking up and watching my children as late as 9.30pm sometimes. I wonder if Bridget Williams (right) has considered this, does she have children who use the facility frequently, does she pay the exorbitant prices that the city council charges us because they can, because we have no other choice. My children swim up to 3km at a session. I don’t think they need a bike ride on top of that, especially late at night. Why should we be penalised for driving our car? I agree parking is an issue, however, if they are prepared to let us park on the grass during the summer months why don’t they just turn the whole front into car parking?
Joan Mahon, of Riccarton – We don’t think people attending Jellie Park should have to pay for car parking. I am 77-years-old and attend aqua classes five days a week. Our classes are full of mainly older people who enjoy the pool and gym, some travel many kilometres to Jellie Park many recovering from surgery and the companionship is most important. Not all of us are gym bunnies or teenagers or belong to a cycling group. Have a think about who, over the years, has paid rates so Jellie Park could serve our community. Not everyone can ride a bike or is on a bus route. I am surprised the community
board has nothing better to do than target the people who get out and do something to keep fit and healthy. Would Don Babe and Bridget Williams be happy to see their Nana and Grandad on a bike dressed in Lycra? They would be better off coming up with ideas about real issues like the graffiti or encouraging young people to walk to school rather than being dropped at the school gate. certainly against any charges for the use of the car park. This is a fitness facility so why can’t people walk a short distance if they have to park on the street. If a patron is early enough for their particular session a car park can usually be found in close proximity. The real bottlenecks occur when there is a bulk booking for a length of time, which can be almost all day, such as a swim meet. These sessions usually commence quite early and completely fill available parking. Where bulk bookings are made with the expectation that parking for people and possible equipment is available charges for this is, I believe, appropriate. There is also the facility for elite sport at the rear of the complex and this too can cause a block. Most of the members would stay for approximately 1-1/12 hours. Another point, paying for a parking spot does not automatically provide a parking space when it is wanted. The facility is popular but as other facilities are developed or fixed the patronage will drop as people will use facilities nearer their home. Alan Tunnicliffe, of Avonhead – As a cyclist, bus rider and walker I would not expect to be rewarded for being sensible about transport. On the other hand as a motorist I would expect parking to be free as it is at other city council facilities. However, I can see that charging for parking might force a few people to consider using other means of transport to and from Jellie Park. Whether parking is charged for or free the car park will get full at peak times so the “first in, first served” principle will apply and the overflow will make use of nearby streets.

Spring garden contest winners
COLLECTION: Work was put together by the students and placed for display.
Exhibition of student art HILLMORTON HIGH School celebrated the end of the term with an art exhibition showing off the students’ work. The exhibition showcased work from year 9-13 students and included paintings, photos and sculptures. During the last term, students from year 7-13 had the chance to explore the city and look at the art along with the environment. During term 3 the art department was involved in two day trips. The year 7 and 8 students explored art around the central city when they visited Christchurch Art Gallery and the Spectrum Street Art Festival.
The year 9 group had the opportunity to contribute to their local environment at the Halswell Quarry. Alongside conservation and planting work, the students took part in a series of cross-curricular challenges. The photography challenge produced some very creative results, the best of which are planned for an exhibition at Te Hapua Halswell Library later in the year. COLOUR: Year 10 student Sophie Clark created this colourful and creative piece as her addition to the art exhibition.

Our People Living the dream of telling stories Emily Burns, 23, of St Albans, has had a whirlwind year in musical theatre playing leading roles in Mary Poppins and the second wife of Argentine president, Eva Peron, in Showbiz Christchurch’s recent production of Evita. She spoke to Georgia O’Connor-Harding about those productions, her dream role, and her love for composer Andrew Lloyd Webber Tell me about what this year has been like for you? I have loved this year. It started off in the summer playing an alternative for Mary Poppins at The Court Theatre. Then I jumped straight into Mamma Mia! which was so much fun. All of these roles in shows are completely different. I am such a theatre nerd and love tackling every new role. Then I went to Invercargill and was hosted by the wonderful team down at Invercargill Musical Theatre and we put on Mary Poppins. It was magical to be able to have Mary myself . After that it was straight into Evita and now I am going to play the understudy of Elle Woods for Legally Blonde for the Court Theatre’s summer season and an ensemble role. It will be fun. chihuahuas, bull dogs and lots of pink. Do you have a favourite role
you have played this year? Eva Peron definitely. She is just something else. The journey of her young self at 15 all the way through to her premature death at 33. I find her fascinating and I love the fact she was a real woman who made such an impact on these people’s lives and on Argentine history. It is one of those roles I feel extremely lucky to play. What do you think of Eva Peron as a person and the way she was portrayed in the show? It is interesting because obviously in history and audiences there is going to be divided opinion about her. But people always say she slept her way to the top but she didn’t sleep her way to stay at the top, you know, she did a lot of good for the poor descamisadoes. She managed to build hundreds of orphanages and schools, housing for people

who never had that kind of support before. She is incredibly stubborn and a determined woman that doesn’t back down. And I take it you are a huge fan of the composer of the show Andrew Lloyd Webber? Oh, he has just got such a way with music hasn’t he. Every time I do a show of his it just surprises
me. There is so many hidden gems in the music score that are so powerful. I did Phantom of the Opera with Showbiz Christchurch last year and the first show I ever did was Joseph and the Amazing Technicolor Dreamcoat. Andrew Lloyd Webber shows are always a huge spectacle. You have done the big shows?
Yes, and I especially love when Showbiz Christchurch does them because they have these stunning orchestras. There is something about live music. We go downstairs to warm-up in the pit and the orchestra is just slowly coming in and getting their instruments tuned. That is one of my favourite parts of the show because I love coming down with the musicians because we kind of live in separate worlds in the show. Looking at all the reviews in Evita, all the reviewers have had positive things to say about your performance. What do you think of it all? Did you feel like there was a bit of pressure? The reviews were extremely generous and so lovely. There was a bit of pressure. As soon as the show starts you have just got to forget everything else and focus and telling the story as truthfully as you can. It is knowing and trusting the work we put in at rehearsals. Would this be the most challenging role you have played? Yes, 100 per cent. First up the music is complex. It is verging on opera on the fact there isn’t much dialogue. So everything said is sung.

through music and the theatre So for that to sound natural and seem like a conversation. The composer has to do a lot of changing of the keys, time signatures and rhythms. It took me a long time to feel comfortable in that. On the technical side of things there are a lot of costume changes. There is that whole added element of am I going to make it out on stage fully clothed tonight and with the right wig on. When you first got into NASDA did you really think you would be able to make a full career out of performing? Oh, my gosh it was definitely a dream that felt very far away. It is just taking baby steps. Having the confidence in yourself and working hard. I never stop learning, I am constantly researching and practising. Do you have a dream role you would like to play after doing big roles already? I would love to play the witch Elphaba in the musical Wicked one day. Just have all that green face painting, would love it. What actually got you into theatre? It is funny. I love Walt Disney movies and ever since I could talk I would sit in front of the TV and say the words. I would watch TV so much I would say
the words of the characters and sing all the songs. That was kind of and indicator to my parents they should probably get me some singing lessons so it is more pleasant for them. Tell me about what you like to do outside of theatre? Things I enjoy doing is I love food and cooking. I love going down to the Christchurch Farmers Market and stocking up on lots of fresh food. I am often making curries. I also love op-shopping. In the city there are lot of great op-shops. I love TV shows as well. There is some really high quality programmes coming up with some incredible acting. I see it as research-watching actors do what they do best. Is there anything you try to advocate through the performing arts? The more people come out and enjoy it. I know it is hard in this day and age to justify sometimes a ticket to these kind of shows. With the array of entertainment we have at our hands literally. I am thankful for the amount of people who come out to the theatre and enjoy live story-telling. What are the TV shows that are coming up which stand out to you? I am currently watching The Night Of. I just finished watching

Halswell’s infrastructure needs Elections In the lead-up to elections, Western News is asking community board and council candidates their views on topical issues within the community. This week, we asked Halswell Ward candidates if they think Halswell has the infrastructure to cope with the expected population explosion and what can be done to address the suburb’s infrastructure needs. Anne Galloway (The People’s Choice): City council candidate I believe Halswell’s current infrastructure will not cope with its expected growth. What needs to be done? Some short-term solutions: •Halswell residents rates should be used locally to fund improvements to ensure pedestrian and cyclists’ safety. •Residents to report traffic problems to police constantly – may increase traffic control. •Ride sharing e.g. uber and carpooling. Some long-term solutions: •Residents’ input into the planning process (e.g. have your say exercise). Future urban design should include many community spaces, lessening the need to travel into the central city. •Make public transport more reliable and timely and generally attractive to users – this means improving bus priority measures in particular. •There needs to be a “one network” approach to public transport and transport in the city more generally.
Chrys Horn (Connected Communities, Thriving Christchurch): City council candidate Our roads are already congested at rush hour, our community centre is well-used in the evenings and some local groups are struggling to find suitable premises for their activities. Clearly, our infrastructure won’t be adequate as our population nearly triples. Local, indoor community spaces need to be in all new subdivisions and perhaps this could be explored as something required as part of development contributions. More efficient use of current roading and parking infrastructure can be achieved by encouraging car-pooling, great cycling and walking facilities, bus services and possibly car-sharing schemes. This would allow those who really need private cars to use them but offer cheaper transport options for both users and ratepayers.
Debbie Mora (The People’s Choice): Community board candidate I have expressed my concerns for the traffic infrastructure over the last two to three years in Halswell and, sadly, it appears there is more emphasis on getting new housing and new subdivisions with high density e.g. fitting in many more people than our area can actually cope with. We have the ability to widen Lincoln Rd and Halswell Rd up to Whiteleigh Ave, and I understand this is a thought with the city council and I am not sure if they are following through with this at this stage. We need to act now and improve the road corridors and main roads as the roads are already congested. I have serious concerns for the safety of our roads in Halswell due to the speed and congestion at present.
Ross McFarlane (Our Community My Priority): Community board candidate Future planned growth in Halswell is part of the Christchurch District Replacement Plan process, operative on September 19. Six large blocks around the Halswell hub have very specific conditions regarding infrastructure integration and the designs they are developed to. The density at which these homes will be built is 15 homes per hectare. Traditionally, 10 homes were built per hectare. This will mean 50 per cent more people, cars, bikes, rubbish, cats and dogs, than in the earlier developed areas. Advocating for matched growth in physical, social, sporting and recreational infrastructure is imperative and what I see as the critical role for a community board member in Halswell.

Kevin Clarke (Independent): City council and community board candidate I don’t believe that anywhere in the city has enough infrastructure to meet demand now, let alone the next 20 years, and it’s all about to get worse with the proposed new sports grounds at the Ngā Puna Wai Sports Hub and the new Hendersons Rd shopping centre both feeding onto an already congested Lincoln Rd. Our future planning since the earthquake has been reactive and a knee-jerk response to rapid growth. We need a balanced, structured plan of growth that will provide for what we need in 10, 20, and 30 years. We just haven’t kept up and we’ve forgotten to cater for the majority of folks wants and needs.
Peter Laloli (Independent Citizens): City council and community board candidate Can our present infrastructure cope with this population? Obviously not. The infrastructure has not kept up with the increase to date. We are not just talking about pipes in the ground, but building a sustainable and vibrant community with all the facilities that go with a sustainable community. Halswell will be different. Transport, both private and public, needs to be upgraded. The four-laning of Halswell Rd and Lincoln Rd is an immediate priority. Community facilities, including a covered swimming pool, will be required. Good planning is required.

Inspired to help children By Caitlin Miles ILAM’S LORELEI Burdett wanted to bring some colour to the children’s ward at Christchurch Hospital when she painted the Lollypop Family. The thought spurred her into creating a calendar, featuring the Lollypop Family, to help raise money for the children’s ward as part of a Countdown supermarket campaign. Ms Burdett said making the calendar was “the least she could do” for the children going through a hard time. “I had to go into the emergency department a couple of weeks ago with my daughter who was going into anaphylactic shock. And I thought, this can be a scary place to be and I get to have one of my paintings brighten up the children’s ward,” she said. Every painting has a story to go with it, giving people some insight into her life and the things she takes inspiration from. Her manager at Countdown, Richard Warren, was in full support of the idea. “He put the money forward to get it running. Having his support was exceptional, I’m so thankful for that,” she said. The 2017 calendar can be

hen it comes to eating habits and making improvements to our health in general, trying to change absolutely everything about our lifestyle overnight, very rarely works. We often think: “if I can’t eat / do things perfectly, I shouldn’t bother at all”. As a recovering perfectionist I totally get that. However this clearly doesn’t support success. It just keeps us stuck right where we are, on the dieting roller coaster, never seeing results for the long term. I always say to my clients, “overtime not overnight”. So instead of drastically restricting everything, use my 3 step tool – add, modify and delete. A: Pick one thing you want to add

Southern Institute Ensuring a safe of Technology work place Monique VanRooyen is a perfect example of how the Southern Institute of Technology (SIT) assists full time workers to move forward in their career. Working in administration at SIT for nine years, Monique jumped at the opportunity to upskill in her Administration Management career with the National Certificate in Project Management (Level 4) in June 2016. The 18-week blended delivery course not only offered the content she needed to take a
step forward, but its flexible hours made both studying and working viable, she said. “The biggest benefit is being able to do the course outside of work hours and also the fact that lectures are fortnightly, which allows time to complete each assignment.” Though only half way through the Project Management certificate, she said it had already increased her confidence to talk in front of large groups and had given her a better understanding of Monique VanRooven business dealings. “I enjoy the tutor’s lecturing style, he has a lot of industry based knowledge and experience in this area which enables us to grasp the concepts [of Project Management] a lot easier.” Monique said she would “definitely” recommend the course to anyone interested in a managing environment on any level, especially those looking to excel in their existing role.

LeARNINg fIRST aid is not only a part of ensuring a safe work place, but also an integral part of our engagement with the wider community. We all learn the necessary skills to ensure that in times of emergency we are able to assist our work colleagues, but are we able to take these skills home, into the community or on to the sports field? Not all work places are the same and the injury risk for each place can be wide and variable. The office attended by administrators does not carry the same risk as those people working with heavy machinery, or perhaps at some distance from a regular ambulance service. It is therefore essential that you pick the right first aid course to suit all of your activities – both professional and social. Take, for example, an office worker who does not have a high risk work environment and whose concern might be to ensure that they can deal with minor cuts and superficial injuries, or the ability to perform effective CPR. These skills can be achieved on a course of eight hours duration and would generally fit into low to medium risk area. But take this same person on to a sports field either as a spectator or player when a higher level injury occurs. The eight hour course covering unit standards 6402 and 6401 (or 26551 and 26552) does not
cover head neck and spinal injuries, eye injuries, hypothermia and poisonings. The majority of injuries occur outside of the work place, in fact one in three injuries occurs in the home, making it the most common place for injuries to happen. New Zealand children are twice as likely to die through injury as children who live in Australia. They mostly die as a result of motor vehicles accidents or falls in the home. fatalities from leisure and sport are not far behind those in the workplace. The wider 12 hour course teaches the additional unit standard 6400 and provides a wide knowledge base for medium to high risk environments. This course covers many of the skills required to deal with the most common injuries, such as falls (which can result in head, neck and spinal injuries) and dealing with complex scenes such as motor vehicle accidents. If you are not sure on the course best suited to your needs, ask your accredited first aid training provider. They can explain the course content and give you options that will best suit your needs. Look beyond the workplace and consider your family and your location. Check that you have a good quality first aid kit that is up-to-date with replenished items, and that everyone knows where it is located.
